Military Imports
Of Russia’s total imports, only 4.4 per cent come from Ukraine, but they are
vital for some key elements of Russia’s military establishment. Some 30 per
cent of Ukrainian military exports to Russia are unique and cannot currently
be substituted by Russian production. Russia’s heavy intercontinental
ballistic missiles (the SS-18 ICBMs) are designed and produced by the
Yuzhmash combine in Dnepropetrovsk. SS-18s are regularly checked and
maintained by Yuzhmash specialists. Two other strategic missile systems –
the SS-25 (RT-2PM Topol) and the SS-19 (UR-100 NUTTKh) – are designed and
produced by Russian-based enterprises, but use guidance systems designed
and produced in Ukraine by the Kharkiv-based Khartron Scientific-Industrial
Combine. The SS-18, SS-19 and SS-25 currently make up some 51 per cent of
Russia’s overall strategic nuclear-weapons inventory and over 80 per cent of
that of Russia’s Strategic Rocket Forces specifically. In addition, some 20 per
cent of the natural uranium currently consumed by Russia’s nuclear industry,
both for civilian and military purposes, comes from Zholti Vody in Ukraine.
Since Soviet days, Russia’s ship-building programme has heavily depended on
gas-turbine engines and gears produced in Mykolaiv, Ukraine. While Russian
industry has learned how to build large gas-turbine engines since then, it
cannot yet master manufacturing the gears for them and Russia requires
Ukrainian-produced gears for 60 per cent of the surface combatants planned
for its navy.
The Russian air force is also critically dependent on the Ukrainian defence
industry. Ukrainian enterprises produce the R-27 (the AA-10 Alamo) medium-
range air-to-air missile (AAM), as well as the seekers for the R-73 (AA-11
Archer) short-range AAM – which, between them, represent the majority of
anti-air missiles operated by Russian fighters. Many of the auxiliary systems
– from hydraulics to drogue parachutes – for the Russian Su-27, Su-30 and
Su-35 fighters, as well as for Russia’s newest Su-34, are also produced in
Ukraine. In Zaporizhia, the Motor-Sich plant has a major role in Russian
aviation
.
Motor-Sich produces jet engines for a variety of Russian transport
jet aircraft, including the An-124 Ruslan, the largest Russian transport
aircraft, as well as for some combat and training aircraft. The plant also
produces engines for all Russian combat and transport helicopters, as well
as auxiliary power units for all Russian helicopters and many types of combat
and transport aircraft.
Russia has made a vast effort to reduce its dependence upon Motor-Sich
engines, but the evidence is that it cannot produce enough engines to meet
its own demand – to say nothing of an ambitious rearmament programme,
which looks as if it will require at least 3,000 helicopter engines in a two-to-
three year period to equip Russian forces.
Russia’s dependence on Motor-Sich also has the effect of restricting its own
military and aviation exports. For the period 2013–16, Russia has secured
contracts for the delivery of over 260 new helicopters around the world, all
of which are equipped with either main or auxiliary engines supplied by the
Ukrainian company. On 28 March, the state-owned company that controls all
Ukrainian armaments and military-related production – Ukroboronprom –
announced a freeze on all future supplies to Russia. The effects of this freeze
on Russian military production as well as its export potential will certainly be
felt in the medium term, if not immediately.
This military dependence on Ukrainian production could be read in one
of two ways. We might assume that it increases Putin’s incentive to find
a peaceful resolution in his relationship with Ukraine, so that supplies are
not interrupted and Russia has more time to decrease its critical military
dependencies on Ukrainian production. In light of the Crimea takeover, that
dependence will not likely be relieved quickly by the Ukrainians.
Equally, however, it could be argued that since most of the military plants in
question are in south and east Ukraine, the temptation to follow the third
and fourth scenarios will be all the greater. To suggest these scenarios for
the sake of capturing the production at these various plants would be a very
nineteenth-century way of looking at a twenty-first century relationship.
However, even that cannot be ruled out in current circumstances.
We, the leaders of Canada, France, Germany, Italy, Japan, the United Kingdom, the United States, the President of the European Council and the President of the European Commission, join in expressing our deep concern at the continued efforts by separatists backed by Russia to destabilize eastern Ukraine and our commitment to taking further steps to ensure a peaceful and stable environment for the May 25 presidential election.
We welcomed the positive steps taken by Ukraine to meet its commitments under the Geneva accord of April 17 by Ukraine, Russia, the European Union, and the United States. These actions include working towards constitutional reform and decentralization, proposing an amnesty law for those who will peacefully leave the buildings they have seized in eastern Ukraine, and supporting the work of the Organization for Security and Cooperation in Europe (OSCE). We also note that the Government of Ukraine has acted with restraint in dealing with the armed bands illegally occupying government buildings and forming illegal checkpoints.
In contrast, Russia has taken no concrete actions in support of the Geneva accord. It has not publicly supported the accord, nor condemned the acts of pro-separatists seeking to destabilize Ukraine, nor called on armed militants to leave peacefully the government buildings they've occupied and put down their arms. Instead, it has continued to escalate tensions by increasingly concerning rhetoric and ongoing threatening military maneuvers on Ukraine's border.
We reiterate our strong condemnation of Russia's illegal attempt to annex Crimea and Sevastopol, which we do not recognize. We will now follow through on the full legal and practical consequences of this illegal annexation, including but not limited to the economic, trade and financial areas.
We have now agreed that we will move swiftly to impose additional sanctions on Russia. Given the urgency of securing the opportunity for a successful and peaceful democratic vote next month in Ukraine's presidential elections, we have committed to act urgently to intensify targeted sanctions and measures to increase the costs of Russia's actions.
Russia's actions in Ukraine and the response from the international community already have imposed significant costs on its economy. While we continue to prepare to move to broader, coordinated sanctions, including sectoral measures should circumstances warrant, as we committed to in The Hague on March 24, we underscore that the door remains open to a diplomatic resolution of this crisis, on the basis of the Geneva accord. We urge Russia to join us in committing to that path.

The leaders also took note of the fact that Russia had thus far failed to fulfill any of the commitments it made in Geneva. "Мы фиксируем и наблюдаем существенное увеличение провокаций со стороны российских военнослужащих на украинско-российской границе, начиная с четверга, 24 апреля 204 г. Всего нами зафиксированы 88 случаев провокационных действий", - заявил Слободян.
По его словам, в частности, фиксируются полеты военной авиации рядом с государственной границей, наблюдение за действиями пограничников неизвестными лицами и прочие провокации.

За последние сутки из Симферополя в Одессу выехали два поезда, заполненные пророссийскими активистами. Об этом РБК-Украина сообщил источник в Министерстве обороны.
«Первый поезд из Симферополя вышел вчера, второй - сегодня в 7:30. В сегодняшнем поезде едут 400 пророссийских активистов, часть из которых, по имеющейся информации - граждане РФ. Сегодняшний поезд формировался под заказ», - пояснил источник.
По его словам, эти поезда не досматриваются пограничниками при въезде на материковую часть Украины. «На пограничных постах оставили только местные, всех остальных убрали. К тому же, по информации, которую мы проверяем, сверху по линии Госпогранслужбы было дано указание не проверять эти поезда», - подчеркнул сотрудник Минобороны Украины.

NATO maaväejuhatuse ülem: alliansi õppusteprogramm vajab ülevaatamist.

Täna maaväe ülema kolonel Artur Tiganikuga kohtunud NATO maaväejuhatuse ülem kindralleitnant Frederick Ben Hodges tõdes, et NATO peab õppusi planeerides ja väljaõpet läbi viies arvestama sõjaliste õppetundidega, mille allianss on saanud viimastel kuudel Ukrainas toimuvat jälgides.
Kindralleitnant Hodges märkis, et olemasolevat õppuste programmi on vaja kohendada vastavalt muutuvatele oludele ning tõi positiivse näitena eelmisel sügisel Balti riikides ja Poolas läbi viidud kollektiivkaitseõppuse Steadfast Jazz, kus harjutati Eesti kaitsmist. Õppuse ettevalmistamisel ning läbiviimisel arvestati regioonis valitseva olukorra ning võimalike ohtudega.
Visiidi käigus sai kindralleitnant Hodges ülevaate regioonis valitsevast julgeolekuolukorrast ning osales nädalavahetusel Lennart Meri konverentsil, kus käsitles NATO võimalikke arengusuundasid pärast sündmusi Ukrainas.
NATO maaväejuhatuse ülesandeks on maaväeoperatsioonidega seonduva väljaõppe, harjutuste ja sertifitseerimisõppuste kavandamine ning eri riikide maaväeüksuste ning väejuhatuste omavahelise koostöövõime tagamine.
Pärast NATO struktuurireformi 2012. aastal, millega reorganiseeriti alliansi Saksamaa Heidelbergi ning Hispaania Madridi maaväejuhatused, asub NATO ühtne maaväejuhatus Türgis Izmiris. NATO maaväejuhatus on üks neljast väeliigijuhatusest, lisaks asub alliansi mereväejuhatus Northwoodis, Ühendkuningriigis; õhuväejuhatus Ramsteinis, Saksamaal ning erivägede juhatus Monsis, Belgias.
Kindralleitnant Ben Hodges on NATO maaväejuhatuse ülem ühtse väejuhatuse loomisest 30. novembril 2012. Ta on juhtinud operatsioone Iraagis ning Lõuna-Afganistanis ning olnud pikka aega seotud Ühendriikide maaväe 101. diviisiga.

PRESIDENT OF RUSSIA VLADIMIR PUTIN: Good afternoon, colleagues.
We marked Parliamentarism Day yesterday. The celebrations were not especially noticeable, but I want to mention it anyway and congratulate you on this occasion – Russian Parliamentarism Day.
Let me recall that the decision to mark this date was in tribute to the huge importance of the Parliament and its work in laying the Russian Federation’s legislative foundations and in building our country in general, guaranteeing genuine democracy and affirming the principles of federalism. This occasion recognises the consolidating role that the legislative branch at all levels plays for our citizens, society and the country’s regions. I congratulate you and sincerely wish you and your colleagues success.
We will be looking today at how the regions are implementing the objectives set out in the Address to the Federal Assembly. I note in this respect that many regions have taken a thorough and responsible approach to this work and have reflected on and drafted regional development plans. I want to hear from you today about how these plans are being implemented and what problems and difficulties you have encountered.
Let me make special mention too of the fact that new members of the Council of Legislators, representing Crimea and Sevastopol, are taking part in our meeting. It is a pleasure to welcome them here. Good afternoon to you, and I hope that you will take an active part in our work. Let me stress that our priority is first and foremost people, their needs and hopes.
The federal authorities are doing everything possible right now to ensure that these new Russian regions adapt and integrate as rapidly as possible into our country’s common economic, social, humanitarian and legal space. It is in order to achieve this aim that we are putting together the necessary legislative base at federal and regional level. We discussed this in detail at a recent meeting of the Federation Council’s Board.
The basic laws have already been passed: the Constitution of the Republic of Crimea and Charter of the City of Sevastopol, which set out government organisation and the different bodies’ powers and principles of work in accordance with Russian legislation. The two new constituent entities will now have to pass a package of their own regional laws and they will probably find the experience of other Russian regions useful in this work. I hope that through contact between you all, your new colleagues will be able to get many useful ideas.
There are approaches that have proved their worth when it comes to laws for the economy, social sector and supporting business. There is good practice that has demonstrated its effectiveness. I ask you to share all of this legal practice and experience with your new colleagues.
Colleagues, at our past meetings we said that the Council of Legislators should become a platform not just for exchanging new ideas and best practice from the regions, these things I just mentioned. It is also important to use it as an opportunity for putting legislative initiatives that you propose and submit to the Federal Assembly through a preliminary ‘zero’ reading.
We know after all that regional legislators’ proposals often fail to find the necessary support in the national parliament, unfortunately. This is something we have talked about before. It’s not that these proposals are not of national importance or are out of touch with real life. On the contrary, everything that you propose is linked to real events and real life.
The problem lies elsewhere. Practice and analysis of the draft laws submitted shows that these initiatives, regrettably, have not always been sufficiently thoroughly worked through at the expert level. They have many technical legal problems. But these are things that can and should be fixed through work together.
The Council also has a very relevant role to play as a lobbyist in the positive sense of the word, lobbying the regions’ interests. Many regions propose similar legislative initiatives on one and the same problems. If the Council members go through these initiatives and consolidate them into one rather than having them all submitted separately, they would definitely have a lot more weight in the State Duma.
Clearly, we must make quality and efficiency of the legislative process our priority. A proposal might be perfectly rational at its core, but because the drafting has produced a document that is still rough, vague and insufficiently polished into shape, it either gets shelved, put aside, or gets sent back for redrafting, expansion, additions, and this wastes time and can even end up distorting the proposal’s original sense.

Muide, kui algselt oli referendumi küsimuseks liitumine venemaaga, siis muudeti see kiiresti iseseisvuseks. Põhjus: keegi avastas vist vene põhiseadusest punkti, mille järgi saab venemaaga liita vaid iseseisvaid riike, riigi osi aga mitte. Ehk tehti võimalikult JOKK.
