Here is what russian lawyer recommends sending to Steam support for Russian customers:

"I am Russian resident, and and i pre-purchased Borderlands 2 prior 15 semptember 2012 on steam.
I made pre-purchase because i was ensured that game was not region locked and was a clean ROW (international) version, there was no warning about any limitations, which means there was no limitations and i paid for unlimited proper full version of game. Game was listed in my steam as Borderlands 2 pre-purchase and everything was fine.
But 15 semptember 2012, my pre-purchased Borderlands 2 ROW without any limitations was converted into limited and region locked Borderlands 2 RU, and only 15 semtember 2012 warnings about limitations appeared on steam. This warning also does not cover entire list of limitation, only warns about language of game, and tells nothing about separated MP region, incompatibility with DLC and other limitations.
When i paid for game i was ensured by steam advertising that i paid for: 1) International version of game which includes english language files, and rest of language files listed on steam store page 2) International version of game which allows me to play online with any player from any part of world 3) International version of game that would be regulary updated at same time at any part of world 4) International version of game that is compatible with any separate DLC and DLC season pass 5) International version of game that does not have any limitations
15 semptember 2012, these warranties became violated and entire advertising became a real fraud, as now i have: 1) Russian version of game which includes only poor-quality russian language files 2) Russian version which allows me to play online only with another victims of this fraud - owners of same russian version, and this means i would not be able to play with people from rest of world 3) Russian version with separate registry which means possible separate delayed updates, separate achievements and rest of things 4) Russian version which is not even compatible with DLC Season pass, since it could be activated with ROW version only 5) Screwed Russian version which have a lot of suddenly appered limitations, which i would never buy if only i would be warned about these limitations.
Thats not a product i paid for, thats not an advertised product.
As US company, Valve should act according to US federal laws and force third party publishers to follow US law as well, in case if 3rd parties violates law and customers rights, Valve as prime publisher and owner of steam platform should prevent this act of violation of US federal laws and should be responsible as well. This is Valve's legal duty! And right now we have clear case of violation of US federald laws by third party publisher 2K games. This is fraud - deceptive advertising and violation of US FEDERAL LAWS described in US Code Title 15, Chapter 50 "Consumer product warranties", in US Code Title 15, Chapter 87 "Telemarketing and consumer fraud and abuse prevention". In case if Valve would not take actions to prevent this fraud and if Valve would not help cheated customers to get product they paid for, this would be clear act of complicity in a crime which is crime as well for which Valve would take responsibilty.
Also, Valve as company which operates (sellings digital products) in Russia, should obey Russian federal laws as well and in your relationships with Russian customers, Russian laws have even higher priority. We have similar laws about false advertising described in Article 182 of Criminal Code of the Russian Federation (Google for "Ст. 182 УК РФ") as well as Consumer protection law (Google for " Закон о защите прав потребителей") and Complicity in the crime law described in Article 32 of Criminal Code of the Russian Federation (Google for "Ст 32 УК РФ").
And it does not matter what Steam EULA says about this, as if there is a law and EULA contradics it, any Court would give highest priority to law.
I am not the only person from Russia (and not only from Russia) frustrated because of this fraud, Russian segment of internet already activelly discussing this case about Borderland 2 in Russia and many people could start class-action against 2k and Valve as 2k's complicit, because they was cheated and because of unfair and illegal regional regional resctrictions. People paid for one version of game, and recieved another.
And now my request: Before i take any legal actions agains Valve, I want you to edit my account registry data, and swap region records for my Borderlands 2 pre-purchase from RU to International (aka ROW or whatever they named it) version which have english language and no regional limitations, so i could have full proper unlimited product i paid for, which is equal to advertised product at the moment i paid for it, when there was no warnings about any limitations. I paid for international proper version of Borderlands 2, not for restricted Russian abomination which i was forced to have 15.09.2012! So be kind, give me what i pad for, please!
In case if my request would be ignored and would not be satisfied (ie region of Borderlands 2 would not be changed to unrestricted international), this would lead to individual lawsuit or class-action agains Valve. And legal consequences could be really ugly for Valve in russia, as it not the 1st case related to absolutely illegal regional restrictions and there are many people not satisfied by violation of their rights performed by Valve and Valve's partners and lack of Valve reaction to this problem, despite the fact that Valve have full control over Steam platform and could stop and prevent such illegal actions of third party publishers.
Also i would like to suggest Valve to perform same action (change RU region to ROW-INT) with every other account with pre-purchased Borderland 2 from russia (and other countries which suddenly was locked into "Russian ghetto" on steam), as these peoplle was not warned about limitations and was cheated as well and have their rights violated.

2K Games and 1C are aware that digital distribution pages for the Russian, CIS and Baltic States versions of Borderlands 2 contained incorrect information regarding the language and cross territory compatibility support. We apologize that this information was incorrect during the pre-sale and pre-order period for these territories. We are working with our partners to update those pages, and offer any customers who pre-ordered or pre-purchased the game the opportunity to cancel their order and receive a refund.
Additionally, we are working with our product development teams to investigate potential support for additional languages and options for our customers in these territories. While this was and is not possible for launch, we will provide an update this week on our progress.
