US state department’s ‘trade over aid’ initiative draws criticism from non-profit sector
The Trump administration is urging countries to pursue commercial opportunities instead of foreign aid programmes as part of a new “trade over aid” initiative being spearheaded by the state department.
A US official said the initiative was aimed at “encouraging countries to make pro-business reforms” and “mutually beneficial business partnerships connecting developing countries” with advanced economies that could provide investment and technical knowledge.
The shift comes after an overhaul of the country’s top foreign development agency, the US Agency for International Development, which President Donald Trump gutted last year.
The US official said the policy was aimed at tackling the “failed” non-government organisation sector, which includes philanthropies and foundations, which often carry out economic development work funded by private donors.
“The best way to foster economic development isn’t through handouts, but through sound economic policy and trade,” the official said.
But they added that the US would “continue to fund life-saving health and humanitarian assistance”.
The new US position, which was first reported by The Washington Post, has drawn criticism from the non-profit sector and others working on economic development goals.
“This approach betrays America’s traditions, values and national security interests — and it makes us less safe,” said Eric Pelofsky, a former White House foreign policy official who is now vice-president of The Rockefeller Foundation.
“There’s no American who looks at a picture of a starving child and sees an opportunity for companies to enrich themselves,” said Pelofsky. “That’s because Americans have historically run to the fire to help rather than looking for ways to sell fire hoses to those suffering.”
A spokesperson for the state department said “the US remains the most generous country in the history of the world, but those arguing for ‘aid not trade’ are really arguing for lining the pockets of a corrupt NGO industrial complex”.
