The big reason that I'm hesitant to buy into Hex is because of a sort of "Pay-to-Win" structure. Looking at the Kickstarter bonuses, it seems like the Player Tiers are just that: tiers of players. It seems like it'll be hard to pledge $40 and expect to stand a chance against the players who pledge $250 and get tons of exclusive cards that I'll never have access to. I want to know that the game will be about skill, rather than who puts the most amount of money into their account.
I play a lot of Magic, and am pretty good (Top 8ed an SCG event, could easily go infinite in paper drafts if I sold my cards to an LGS, have gone infinite on MTGO), and the reason that I want to start playing Hex is because I'm sick on MTGO. I love Magic, but the MTGO interface and servers are awful. They just don't work. This morning I got up early, ran some errands, took a quick shower, and tried to sit down and play the 1:30 Pauper event, which decided not to start. When I tried to drop, it wouldn't let me do that, and I never got my tix back. I'm still waiting on my reimbursement 7 hours later.
While I hate the software behind MTGO, some of its features are very nice. Daily events pay out more than they bring in. I can buy and sell anything that I have in a matter of minutes. As long as I play well, I can pay for free, build some of the decks I want, and even get to draft every so often. With so many exclusive cards in Hex, I'm concerned that a budget player who doesn't have hundreds of dollars to put into the game won't be able to reasonably compete.
Unfortunately I didn't catch myself until the end, but yeah, the part of the game that is pay to win is constructed. Draft is pay to play; PvE is free to play.
I'd say what I feel makes a TCG pay to win, and not something like WoW's PvP, is that the deck - something accumulated via money and time investment - has a huge say in the outcome of the match. When it comes to WoW PvP, skill probably has the bigger say, and you're not simply going to get more skill by throwing more money or more time into the game (time invested will help, of course, but it's not a definite like farming gold in order to buy cards to improve your deck is). We don't usually consider levelling when it comes to WoW though - PvP occurs at equivalent level, and whether you level yourself or pay someone to do it for you, you're both going to spend an equivalent amount of time getting there.
I will concede that Hex definitely seems far less pay-to-win than Magic, simply because you can theoretically spend no money on a constructed deck, and just farm lots and lots of PvE items, sell them, then buy PvP cards. It's still a big time investment, enough that you can make the argument of pay-to-win (as I've been doing), but Magic doesn't have that PvE aspects which allows you to circumvent simply buying the cards in one way or another.
